Arizona Senate Passes Sen. Wendy Rogers SB1071 Repealing Arizona Rangers and Strengthening Oversight

The Arizona Senate has passed SB1071, legislation sponsored by Senator Wendy Rogers and co-sponsored by Senator Mark Finchem that repeals the Arizona Rangers and updates state law to improve oversight and accountability.

The Arizona Rangers are a civilian volunteer group that has provided support to law enforcement since being re-established in 1955. While they assist agencies when requested, members do not have independent law enforcement authority and have been exempt from certain licensing and training requirements that apply to other security personnel.

SB1071 repeals the statutes governing the Arizona Rangers, including their exemption from state security guard regulations. By removing these provisions, the bill ensures that individuals performing similar roles are held to consistent standards for training, background checks, and oversight.

The legislation also makes conforming changes in state law to remove outdated references related to the organization, including pension-related provisions that are no longer applicable.

Senator Rogers introduced SB1071 as part of her broader effort to modernize state law, improve accountability in public safety support roles, and ensure consistent standards across all organizations operating in these capacities.

The bill passed third reading in the Arizona Senate on March 25 and continues through the legislative process.
